D中mandate 后面用虚拟语气，动词用原型，如果assured和be place 平行为两个动词，那assured为何没有用原型？

如果assured和be place 平行为两个动词，那整个句子的谓语是什么？如果assured是整个句子的谓语，那为啥加also，前面没有其他谓语啊

assured是主句的唯一谓语，前面那一堆东西都是修饰the school board ruling，意思是mandating...的那些school board ruling同时也assured....

只有一个谓语和also并不矛盾，没有“有also就一定要有多于一个的谓语”这种说法，also是一个副词，修饰assured，仅此而已。
