So, when we submit the online application, just click the button"Click here if you will not be paying by credit card" payment option and do not need to send another USD$ draft?

I have called the school. You need to first fax them a request stating that you are a Chinese currently living in Mainland. When you submit your application online. The fax no. is 001-212-662-6754. And, the school said "Please allow up to three weeks for an update to your online status confirming that your fee waiver has been approved." So I think try to fax the request as soon as possible if you want to meet the deadline of Jan. 15 to try your luck of getting a scholarship. Hi, linear, sorry for not answering your short message soon. As I said in my last posting, I don't think there is any format for the request letter. I just said that I am a citizen of China and currently living in Beijing. I then told them my ID card no. (originally planned to provide my passport no. but it was not with me and I just did not mention it then)
As for payment, I think you are right. Just choose pay be cheque or money order and then wait. The school said you have to wait for up to three weeks to know if they grant you the fee waiver status. So fax them the letter as soon as possible.

If paying the application fee will be a financial hardship, fee waivers are available to full-time students, members of the Peace Corps who are currently in service and citizens of developing countries who currently reside in that country. Applicants who qualify for a fee waiver should fax a fee waiver request letter to 212-662-6754 and should explain their need for a fee waiver in Essay 5. I called the admissions committee and one man there said no, meaning we don't need to explain need fo ra fee waiver. You can call to verify.
