a 似乎没有大错，但其实介词错了，根据一致性原则前面是cover cost of,后面变成了cover cost with.在这个意思上面没有cover with的用法.能用主动语态的用了被动语态。

b 选项中没有情态动词，改变了原句意思

c 正确

d which非限定性定语从句指代不清；in that这个词现代文中几乎灭绝了；用了被动语态

e which非限定性定语从句指代不清；选项中没有情态动词，改变了原句意思。
