Ans: D
Personally, I feel E is more parallel without being more redundent. However, people argue that the use of "the flames" is the reason of crossing it out. Can someone confirm it?
6. The new contract forbids a strike by the transportation union. (A) forbids a strike by the transportation union (B) forbids the transportation union from striking (C) forbids that there be a strike by the transportation union (D) will forbid the transportation union from striking (E) will forbid that the transportation union strikes

1. making/ ignition/ much easier 和 causing /flames /to spread 很对称平行阿!the flames不需要the,没有特指。前面的ignition也没有the。
6. forbid sth/ to do sth -------right forbid that/ sb from doing sth -----wrong
