We will be able to solve the problem we face, therefore, only if we adopt this plan.

其他的不对，只有B靠谱

我觉得意思是这样：

原文：我们要省1 b，而这个计划能让我们省1 b，所以要解决我们的问题，我们只有接受这个计划。

可是，并不是只有这个计划才能省1 b，这个只是其中一个能让我们省1 b的计划（adequate），但并不代表除了这个计划，我们没有其他选择（required）。
