把它看成weaken就很明显是A了，他因导致

嗯其它选项确实都不行，他因

我的理解是，未必 promote eco growth,可能promote别的，比如A中的education & job training

我的CR就是有问题,我怎么觉得是E,为什么大家都觉得是A.
