个人理解:

这道题的推理过程是:因为20块钱18张票对低收入的人来说太贵了,所以应该改为10块钱9张票的政策

推理的gap是:10块钱=低收入付的起的价格

所以C选项正好填补了这个Gap

这里是讨论是否用10块钱这个方案的问题,是10块和20块方案的比较,其他的都是无关项.所以dphxmg分析的正确
