请问各位NN，这里的IT是不是指代the increase in wages?如果是的话，那么后面的expect和approve 为什么不用被动态呢？
请指教

如果IT指代的是CITY的话，就跳跃修饰了，这里为什么会跳跃修饰呢？请NN指教

确实存在跳跃指代，不知道到底it是的city还是increase。
但是好象gmat里经常存在跳跃修饰跳跃指代的问题。
我觉得这个题目主要考的不是语法形式，还是主要看逻辑关系。
仔细体会一下，用钱cover的肯定是cover增量啊，不可能是增加后的。这样就只有a,e了。再看看as a result of马上就可以得到答案。

我从没听说过跳跃指代的说法，请教两位，是怎么回事？？？

    我一直觉得代词应该是逻辑指代

不要用 “就近指代" 来决定正确与否，因为 “就近指代" 本不是一条绝对原则，还有并列句主语的指代（优先），主从句主语的指代

本句 the increase in wages that it expected to ...
that 指代 the increase in wages；it 指代 the city

expected 替代 that it expected 不好，因为还有谁 expected 的问题，不能改变句义

另我也觉得 A 不完美，that 指代 increase 还是 wages 不清晰明确。

OG 113 104：with可以跳跃修饰
另外，当THAT从句前面存在的名词（名词1）与另一个名词（名词2）构成固定搭配的时候，可以跳跃修饰，参考大全补充250-181
不全，还请NN指点

OG 113 104：,with ...  做补语 -- 不受定语从句之限

大全补充250-181：  N1 of N2 that ....     好像在这点上 of 不同于一般的介词

跳跃修饰 和 "跳跃指代” 不一样，是比较重要的问题

在这里IT指得是city, that指increase.
错误有：B,C中得EXPECT 得宾语是wages，与原句逻辑关系不符。DE中的increases是复数。CE中用了negotiating，而这里需要突出的是结果故用名词negotiations。moreover,D中用negotiated修饰increase 改变了原句得意思。
