虽然看了总结版，但是这题还是不明白，that is是什么成分啊，that有指代吗？还是仅仅是插入语？screen与screens 如何区别啊？
另外，整句的如何理解？

讨论过的题目，that is是插入语，看牛人的指点：插入语，“简而言之，说得更清楚些“之意。
类似that is to say.

既然是插入语，就是去掉，也不影响句子，谈不上指代的说法吧。

后一个that是定语从句先行词，修饰disparate effect

复习了这个句子，可是还是不明白，所以翻以前的旧帖子

问题是答案D中的screen out，作为 a disparate effect的谓语动词，是不符合主谓一致的原则的啊，为什么不选A呢？

依吾之见，因为有“that is”,所以这个词前后的两个that从句应该“平行”，共同修饰主语，即从句中动词单复数一致。所以只有D正确。

that is 既然是插入语，that screen out a percentage of minorities or women disproportionate to应该是修饰a disparate effect的啊

难道在这that screen out。。。。是修饰前面的 mechanisms 吗？

句子的主干是：Not all employment selection mechanisms are unlawful。
而“that is, that screens out a percentage of minorities or women disproportionate to their presence in the relevant labor market”是解释“that have a “disparate effect,” ”的。
整句的意思大致是：不是所有的有分离效果的选择机制——也就是说把一部分少数民族或妇女甄别出来的机制——都是合法的。

不知对否？大家讨论！

不是A。THAT IS的意思可以理解为“换句话说”
Not all employment selection mechanisms that have a “disparate effect,”换句话说，that screen out a percentage of minorities or women disproportionate to...
后面的THAT从句是前一个的另一种说法，所以应该平行。这个从句子的意思就可以理解出来，that screen out a percentage of minorities or women disproportionate to...不是指的
disparate effect，因为disparate effect是个名词，除非说THAT IS， THE EFFECT THAT...
不知这种理解对否。

mechanisms的修饰成分是两个平行的定语从句，后一个为前一个作补充。
