答案选的是B,但是我觉得D也很对啊,看了解释,还是很晕.诚心请教大家.

要求答案取非，结论必不成立
D取费，通信设备不是最有效的手段，这不影响题目中结论的成立：通信设备不该被禁止出口。就算是第二有效的手段也有被豁免的理由
B is assumption
Premise1: not(less) repressive ---> ban
Premise2: widely availabe ---> not respressive
Sub: widely available ---> ban
Conclusion: should not ban . Therefore, assumption must be "not widely available"
