B: 定语从句修饰词错

注意：

1、从未划线的that定语从句可以判断出修饰词应该是concern

2、 cite A as B，本句用的是倒装cite as B A, 为了用定语从句修饰A不产生歧义

没有规则说that只能就近修饰啊，从逻辑意思上可以判断这个that的跳跃修饰啊

排除B是否有其他原因呢？

concern没有a concern的说法一说，。就像surrounding一样，只能说the，不和不定冠词连用

即使that可以跳跃也应该是the concern as 。。。

那么这道题是用不定冠词和定冠词来排除咯？

GMAT似乎没有这个考点，B一定还有其他地方不对吧？
