这题JJ答案给的是B,我当时就感觉应该选D,考试时也选的D
因为原文中已经说 all of the canceled projects had been identified as wasteful in a report,所以B中的mostly我觉得没有什么意义了,因为并不是只有一部分cancel的工程被identified了,而是所有的。
D我感觉是对的,因为它表明在districts controlled by opposition parties,标准更苛刻,被cancel的可能性更大

先说第一题。第一题……不会,不明白,先不说了,我也觉得都有争议。
第二题。我觉得B是对的。因为原文说,取消时考虑的重点是wasteful。所以D中说more expensive就是无关的。因为是不是更贵,不能说明是不是更浪费。有的项目可能更贵,但是更物有所值啊。也许你会说,原文还说了budgetary policy。但这种policy也是肯定要考虑实效的。不能光因为计划贵就不采用。
B中的mostly是有用的。把B取非:专家认定为浪费的项目绝大多数都在总统的管区中。绝大多数都在自己的管区,总统要取消的项目中90%却都是别人管区的。这当然说明他偏向了。
