省略了hurricane,补全之后就是“the most intense hurricane since Camille in 1969”。since Camille in 1969的意思就是，自1969年的飓风camille以来。

SINCE不是要求完成时吗？为什么用the most intense since Camille in 1969，却不用完成时态？

我也不明白为什么不用完成时，D不对是因为1969不能HAD CAMILLE 吗？

非限定动词没有完成时。所谓的having done，只是用来表示时间的先后而已。
