答案是D，可是D存在cause和decline平行的可能，从而引起歧义

为了避免歧义，我选择了E，我认为相对于冗余，歧义是更加严重的错误

D根据逻辑意思讲，the increase would decline---“增长减缓”完全说得通，因此歧义是不可避免的。

请NN指点

如果cause和decline平行的话.那么至少必需是 increase would cause interest rates to rise and then would decline啊.所以没有你说的歧义吧.

decline前面如果补出to,那么就和to rise平行，没有问题了

decline前面如果补出would，那么就是和would cause平行

但这里什么都没补，那么歧义不就出现了吗

1. D在语法上也可以看成 increase would do1(cause) and do2(decline)

2. E subsequent declining 和 rising 平行，sbsequent 形容词，不影响两个动名词的平行，且成功的避免了decline和cause平行的可能性。

V表述比Ving表述直接&clear….

句意为…to rise and them (to) decline

而且句意表述cause interest rates
to rise and then (to) decline over the ensuing five-year period->合理

若造你的说法句意不就变成the increase would cause …and then decline ???

这增加将造成….然后将下降à句意怪!!!
