C说开车的在政策实施之前买(可能有折扣的)代金券来推迟涨价带来的影响,但推迟并不意味着他们就不为修铁路买单了。

D说有20%的开车族绕道逃费,他们不会为不关系到自己利益的修铁路计划买单,所以是削弱。
