inflated to make 好比 learned to speak，inflated to 在这里起到协助make表达意思的作用。

我觉得应该是D WHEN状语从句修饰APPEAR MAKE应该和APPEAR并列

From the original sentence, we know that "make an already terrified passenger think..." is a subordinant of "possibility that...." Therefore, the second clause "make..." is interdependent on the first clause "possibility..." and the "make..." clause modifies "when the bag is inflated."
You can't use "and" to correlate the two clauses.

That left us with choices B and E.

B.) "so that it would make..." sounds awkward in this case.

Correct Choice should be E.

支持答案D. 因为是smoke 才使 passenger think the car was on fire，而不是 the (air) bag.

答案是E,

APPEAR ...TO 固定搭配，中间WHEN是时间状语从句，

1) appear to的意義是"似乎"

這裡的appear是指出現

2)appear and make "and"連接兩個動作其實有時間先後的意義因此本題是指安全氣囊跳出已經會使得乘客驚恐了,新的安全氣囊會避免煙霧產生以及(煙霧)進而使得已經恐慌的乘客誤以為火燒車了

3) inflated to make 的to make會誤會成是一個purpose (這個我不大確定)
