OG解释：In choice A, The rising of costs is unidiomatic,我以前认为：这里是错在不应该用rising ,应该用名词形式the rise of costs（在先不考虑答案C的前提下）
请教各位大牛：
the rise of the moon与The rising of costs 都不合习语，请问在只考虑它们自身的问题时，习语的形式应该是怎样的？

这个是重心的问题。
第一个的重心是rising,并且文中说的是moon上升的过程让warning system 误解，而不是结果
第二个的中心是成本，如果是The rising of costs，那他的重心是落在rising上，而文中显然
说的是成本。
