the answer is B,but why not use past tense here.

这道题我也选了E,但看答案后感到确实在是表述一种现象，within two years不是完成时,只表示一段时间；但若改为，with in the past two years, 我觉得就表示特定的到现在为址的时间段，用现在完成时；个人感觉，请指正。

doesn't tell me why not to choose A? Is that because of "every"?

我也选的e，现在看来可能是B,

但是若改成One of every two new businesses fail within the two years或者像14楼所说with in the past two years，总之当two years特指时，答案是否就是E?

看来出题的挺阴险的

one of + 复数名词 + 单数谓语；

eg: One of my friends is in the US.（强调one）

one of + 复数名词 + 定语从句(从句复数谓语) + 主句谓语单数；

eg: One of my friends who are in the US will come to China.（强调friends）

only one of + 复数名词 + 定语从句(从句单数谓语)；

eg: Only one of my friends who is in the US will come to China.（强调only one）

这题不是用的one of ns that...而是one of every two ns + VS

个人理解，仅供参考~~
