In choice D, "they" normally refers to the noun close to it, which is "nuclear power stations".

针对楼上说的临近指代，OG里不知道有多少题目都是说的，由于代词以前出现太多的可能的antecedent，所以回避使用代词，最好的方法就是将指代的部分用同义词进行转述。所以我觉得这里这么严重的ambiguous，不能选。
