. In B, the subject of the as ... as clause (young recruits) should be the subject of the main clause as well (e.g., they). Furthermore, main clauses following concessive clauses must express a contrasting notion: for example, "As ill-prepared as they are, they nevertheless find good jobs.(意思是如果要套这个句型的话，满足两点1、主语要一致2、前后意思由转折。显然两个都不满足)
我有个疑问，一定要主从句的主语都一致吗？如果这样，As stupid as they are, we walk a wrong way.跟他们一样白痴，我们也走了错路。可以吗？

你举的例子和177中的不同，是as...as的两个用法。你的例子是象...一样。
177中应用的是concessive clauses ，相当于though。

我觉得还是指带不一致的问题，因为你所举的例子里我们和他们是有可比性的，但是选项2 里 many business executives 和 many young recruits 是没有可比性的所以错。并不是说many business executives 和many young recruits 一样poorly educated and trained 。

关于B的解释：

ETS的意思是：

不看后半句，只看前半句As poorly educated and trained as many young recruits to the United States work force are,听这前半句的口气，似乎后半句应该说：但是“they”还是如何如何了。比如：

尽管这帮年轻人受得教育差，但是他们还是干得不错。

但是，我的问题是，也可以这样呀：

尽管这帮年轻人受得教育差，但是公司经理们还是对他们充满信心。

这样，主语不是年轻人也可以呀？

As ill-prepared as they are, we can help them find good jobs
