the key:A.帮我看看我的想法是否正确：
根据主谓一致的原则排除C和D(all kinds of+n.做主语谓语动词的单复数应该由of后面n.的单复数来决定的，对吧？)。
根据is reduced可以判断B选项中tried的时态错误。
E选项明显不如A简洁。所以选A。对不对？
还有个问题，好像在GMAT语法中不止一次出现and so结构，这里的so是不是应该理解为adv.
根据m-v词典
so adv.THEREFORE, CONSEQUENTLY （the witness is biased and so unreliable）

顺便的说E中的错误不少呢，try doing 和 try to / could be reduced, 我认为都是错误。

1，重心不同，all kinds of paper 核心词是all kinds，强调多种多样；paper of all kinds 强调 paper 意思也随之有点差异。
2，paper of all kinds 肯定加is
all kinds of paper 按照ecsniffer MM 说的原则：all kinds of+n.做主语谓语动词的单复数应该由of后面n.的单复数来决定的，那也应该加is

还有个问题请教各位. 在选项B和E中的recycle用作动词,可是后面不接宾语, 总觉得很不舒服. 我查了一下字典, M-W说recycle有不及物动词, 可是没有例子; 金山词霸给的解释只有及物动词. recycle后面不接宾语这样的用法究竟对不对呢?
另外, 从语感上来说try doing to do是肯定对, 翻译成"试图作某件事而达到...目的", 可是C选项中这样用try to recycle to reduce...读起来很别扭, 不知道这样的用法是否正确?

原题想要表达得是 尝试通过做某事来达到某种目的，即尝试通过recyling 去reduce cost.
recycling 是一种途径，to reduce ....是想要达到得目的，从句意理解会好一些。

好像反了吧：
try to do 试做...例：He tried to climb the tree, but he could not. 他试图爬树，可爬不上去。
try doing 努力做... 如本题：市政一直在努力地这么做(recycling)为了省开销。

我记得上新东方时老师说paper是不可数n,所以做主语时谓语动词是单数；但all kinds of paper就成了很多种paper了，所以谓语动词该是复数呀。
paper of all kinds ---中心词是paper, 所以是is
all kinds of paper---中心词是all kinds ,所以是are.
不知道你说的“all kinds of+n.做主语谓语动词的单复数应该由of后面n.的单复数来决定的”是哪里说到的语法点，我都有点困惑了。但我记得看过很多不可数名词后面谓语动词用单数，而加了kinds of 之后谓语动词就变复数的。
请指正，共同讨论。

"kind" is a so called collective noun, which is countable. "kinds", thus, is plural and must be followed by a plural verb.

我用google搜 all kinds of information， 绝大部分接单数，间接证明 kinds of paper接单数； 但我个人认为此题中应该是“努力做try to do”, 那么E是最优解，个人意见。

我觉得一半语言都不可能那么复杂，否则都不要说话了。

paper of all kinds因为paper所以单数
of前面通常为中心词

这个帖子生命力顽强，从03年到07年，估计楼主早就MBA毕业了吧。
关于try doing to do这个用法，我个人的理解是这里的doing可以看作一种东西（方法或者途径），这样的话，就容易理解多了。
尝试recycling这种方法来达到reduce的目的。

翻了以前关于此题的旧帖。发现关于all kinds of paper 和 paper of all kinds 后面的谓语动词单复数还是没有一个定论。感谢jnlvo辛苦整理的大全注释。不过在此题的解释中似乎也出现了两种说法：1）paper 不可数，所以CD错；
2) all kinds of+n+verb, 中心词是kinds, 故verb用复数：
再加上前辈们的讨论。对于这个问题很疑惑。希望能有明确此点的XDJM出来指点一下。谢谢。

新问：大全解释中说E选项改变了句子重心，在这里是说all kinds of paper 改变了原文中paper of all kinds，使得重心变化，还是说because和so的不同导致重心变化。
(A) Because paper of all kinds is the biggest single component of municipal trash, many municipalities have tried recycling to reduce the cost of trash disposal.
(E) All kinds of paper is the biggest single component of municipal trash, so many municipalities have tried to recycle so that the cost of trash disposal could be reduced.
因为读完选项之后总觉得because强调原因，so强调结果，不知道这个是否正确或者有什么依据没有。恳请众NN解惑。
