What's wrong with d, why b is better than d?

the answer is a, but I think a is wrong, bc autonomously->relistic, how could we get not autonomously->not realistic?
what's wrong with b and e?

瞎分析,不知对不对
1. D的A VAGUE REGULATION。。。可以理解为SOME VAGUE REGULATION...而论述中说的是我们的REGULATION...所以就算有所支持也是很弱的,而A的理由补救了结论中的不足,要比D好。
2.这题我也错了,选的E,而论述中E这里是有变化的,E与B是不对的,A为什么正确,在于原文中有MORE REALISTIC,而比较的对象可以确定是CENTRLIZED...,所以CENTRLIZED...必然不可能最大.
3.A,原文中没时间比较,
D,意思是把一个可能的原因作为确实原因,符合原文,正确.

我理解是指:模糊制度可以用以把受制度约束的员工限制在低级岗位上.(即妨碍其晋升之意),与题目无关.

A说不放权的的企业计划不是最现实的(maximally realistic=MOST REALISTIC).

For the question two:
E是前提,不是能推导出来的结果。B错得很明显。就排除选A
