Large-scale government projects desighed to benefit everyone——such as roads, schools, and bridges---usually benefit some small segments of society, initially at least, more than others. The more equally and widely political power is distributed among the citizenry, the less likely such projects are to receive funding. Hence, government by referendum rather than by means of elected representatives tends to diminish, not enhance, the welfare of a society.

问题是assumption

答案是A Large-scale government projects sometimes enhance the welfare of society.

一直想不明白为什么是这个选项?

这句话就是说明government by referendum 不enhance the welfare of a society

而第一个概念是large-scale government projects是benefit everyone的

那么为什么作者能从这一概念得出最后的结论呢?

就是因为至少large-scale government projects sometimes enhance the welfare of society的

否则(在KAPLAN叫DENIAL,POWERSOCRES叫NEGATION)

如果large-scale government projuects 根本没有sometimes enhance the welfare of society

那么怎么就能得出government by referendum就 diminish the welfare of society了呢?large-scale government projuects 也有可能啊

不知道自己说清楚没有,我比较差......
