proposal ... has sparked a counterattack by the oil industry, -ing phrase.

For A, the logic Subjective for -ing phrase is "proposal". However, the actual meaning in the sentence is the oil industry say.

A选项中的 saying...会有歧义，可以修饰the oil industry, 也可以修饰句子主语，也可以表伴随。而C 就避免了这种情况。

把选项A简化一下：
The proposal
has sparked a counterattack by the oil industry, saying that the move will exacerbate the nation’s fuel supply problems.
根据“，doing”的用法，要么伴随spark，要么修饰前面的句子。所以只有用which says才能明确表明是修饰the oil industry。

C也有歧义两种可能

1.oil industry做逻辑主语这是不对的 industry不可能说出啥..

2.which修饰前面整句话意思为前面这个东西可以表明…. 这是对的

A C相比 C肯定好点

A：saying修饰对象是proposal

C：which没有问题，就是修饰前面的industry，在GMAT里面，which只能修饰前面的名词，而不能修饰句子，因此看到修饰句子的时候都是错的，因为这样的用法作为商业语言会产生歧义。
