我当时选的是Ｅ，因为我重点标出来的地方和Ｅ说的是一个意思，from many nearby points不就是正好符合by people living within the city 吗？

但是过后想想虽然from many nearby points符合，但是account for 20 percent只是个具体得数字，并没有表现出这个数是多呢，还是少
而B选项本身parking fees就很高了，这些人还是prefer drive than bus,也就是说在他们眼里，钱不是主要因素了，那么无论mayor怎么再提高fees,这些人还是依旧会drive.
本身费用就很高了，就不差再加一点了。
这是我个人得理解，仅供参考。。。
