起初我选了c，但是考虑到题干中有情态动词，则答案中必出现情态动词，否则排除，这题就是例外

Notice that, we can say "There is no chance that clasue"
For example, There's almost no chance that they could ever come true. {NY times}. Be careful, "no chance" is subject at here.

~~~chance本来就是 an opportunity for you to do sth (or) the possibility that something will happen 的意思.

(A) that they could get their symptoms recognized and treated

( chance that 本身没问题,例句无数, 但they could get their XX...明显不如C concise, 而且chance clause 中的could 是否必要,甚至是否redundant{同chance}值得商榷)

因此,(C)明显简洁.并且情态动词不可能成为判断的公理,如果公理成立,此题根本不用看题就得直接选(A),因为其他的选项都去掉了(A)中的情态动词.
