答案是E，但E中，与 "to allow.."平行的" to be confined" 中， "to"省略了，这样对吗？问一下，这里的to什么时候可以省略? 谢谢！

是的，是省略了，rather than后面的TO一般都需要省。

另，参考OG191，答案是E， A省略了其中一项的to，所以错了；
再有，比如require that..., and (that)....，这里的that好像也不能省略吧？

根据OG的解释，rather than后面的TO不省略不可以。
至于其它的情况肯定有省略的时候，但这个问题就复杂了，可能不是一二句话就能说清楚的。
