请教一下此题的逻辑主语问题。正确答案D。California做为initiating的主语。

有个疑问，其他选项的consumption做主语更是不可能了。但是D里面，california是州，能不能做initiating的主语呢？应该是州的某个机构吧？不知道我的想法对不对。还是我太钻牛角尖了？

不知道有没有人和我有一样的疑问: 我觉得D里面的DECLINE的时态不对啊...其他的D选项都没有问题

另外, 回LS, 州作为INITIATE的主语没有问题啊

回LS，D中的decline是名词不是动词，不存在时态问题。

不好意思，看错了，D选项decline确实是动词，因为后面有跟from...to...。

因为这相当于不定式，只是因为see 的特性，所以没有 to 的出现。

也就是说相当于 see sb (to) do sth, 这个to省略了

记住了, 以前一直没有注意这个...
