答案未A
但是that it expected to approve as a result of negotiations这个从句修饰的又是词呢，从语法看应该是wage，但是我觉得修饰increased wages将更为合理，所以选择了B

increase in wages 是更清晰的表达，而且从句中使用的是it expected 。

the word "COVER" here means "to have enough money to pay for sth",
and "it" here refers to "the increase in wages "
So the $150 million paied by the city is not for "the increased wages" but for "the increase in wages".

原句的意思是：支付“要增加”的那部分工资，
(B) increased wages 的意思是“被增加后的工资”，显然意思不对。

A和B选项的区别就是重心的不同，前者是增加，而后者是工资，所以不能改变句意
