我也不能够完全解答你的问题，但是我觉得这道题的思路应该是搞清楚后面的say这个动作的发出者到底是谁，如果用saying，那么它的的逻辑主语是谁呢？我想题目是想指 proposal，用which is,which应该是指oil industry。那么是proposal说这个举措会让全国的石油供应问题恶化呢，还是石油行业表示这个举措会让供应问题恶化呢，我想应该是oil industry,否则的话proposal不是自己打自己嘴巴吗？而且也不会引起oil industry的反击了，我也是瞎说，仅供参考。大家也可以讨论一下。
