答案分别是EB。

9中我觉得B和C(尤其是C)的假设也不错啊。另外,10为什么不选A?

1,because people often drive when it is feasible to walk ,so the new suggestion that people shoule walk as much as possible will reduce the pollution.

2,pollution can be dibidede into two kinds,one is cause by running vehicles,the other is caused by nonrunining vehicles,such as the car waiting before the red light
there are more vehicles in the road ,there are more congetions,so the pollution will be greater.

these part of passengers do not cause any pollution before,so even  they will not drive in the future ,the pollution will not be reduced by their action.at most be kept at a constant level.
so it support conclusion by sueggeting that the best way of reduce pollution is walk instead of driving.
