regard和consider有区别：
Consider suggests objective reflection and reasoning:
She is considered an intelligent woman.

Regard常常意味着一种个人态度：
I regard your apology as the end of the matter.
另外，还有其他3个可能用的比较少的：
Deem要更主观一些，它强调与思考有所区别的判断：

常常在比较的最高级中, 会有省略现象.
ex:He is the tallest (one/boy) of the three boys.
换句话说, 这里as后面 the most impressive 省略了civilization

是因为consider后面不能用as,记得有本关于TOEFL的语法书里很前面的一个章节就就consider后面加as,这个常出现的错误解释过,现在记不清解释的详情了,反正只记得不可以consider as

找到10版og中的一句解释，可能对这个题有帮助。我认为可能是省略了与as前面相同的名词的缘故，所以consider和regard as后面的可以直接跟形容词。
When consider means “regard as,” as it does in this sentence, its object should be followed immediately by the phrase that identifies or describes that object.
