A now viewing the economy as balanced between moderate growth and low inflation 修饰 policy makers, are 为that-clause中的谓语。结构很明确。

B and are 找不到与其并列的结构，而且整个that-clause 缺谓语。

C that-clause 中，are 成为who引导的定语从句的谓语，而且整个that-clause 缺谓语。

D view sth to be 不合习惯用法，而且 that of 中的that 没有指代对象。

E view sth to be 不合习惯用法, is does not match plural sujective policy makers .
