答案A，但是by failing to 不会引起the state's attorney 和bank 两个主语修饰歧义么？

我想问下，这里的B）选项用fail的名词形式为什么不如fail的动名词failing呢？我已将被动词的动名词形式，名词形式，现在分词形式彻底搞晕。

by sth 一般用于被动语态表示动作的执行者

B是用名词套名词的形式（its failure of honoring ）来表明动作，这样的表达是不可取的，显然不如failing to honor好

原句by的用法，是解释the bank 如何 engaging in deceptive business practices

如果改为用because of, 意思变为解释为什么the state'sattorney general谴责the bank,改变了原文意思。

我觉得只要用动词形式能表达清楚的都不要用名词或动名词形式，只要碰到名词或动名词就肯定错误

暂做一个猜想立存于此：介词短语类型的状语，是可以修饰非谓语动词的。

而分词短语类型，不定式短语类型，状语从句类型，副词类型，都是只修饰谓语动词的...

有特殊名词形式的动词就尽量用名词形式，而不用ing形式（如provide有provision，就不用providing做名词）
