Consumer    activist:    (逻辑主语:政府决定By    allowing    major    airlines    to abandon,    as    they    promptly    did,    all    but    their    most profitable    routes,    the    government's    decision    to cease    regulation    of    the    airline    industry(取消航空企业的管理权)    has worked    to    the    disadvantage    of    everyone    who    lacks access    to    large    metropolitan    airport帮助了一些不利人群).

By    allowing    major    airlines    to abandon(放弃),    as    they    promptly    did,    all    but(几乎)    their    most profitable    routes(最赚钱的路线)
