这道题目选择B,可是我对C选项有疑问,为什么不能选呢?查到以前的帖子,大家都是问D的,谢谢大家啊。

 文章讲"many people will switch from using their cars to using the bus".

而c中 Most of the people currently riding the bus do not own private vehicles. 无关

现在乘公车的人当中,大多数没有自己的车.所以不管怎样他们都要乘公车

因为题目说"A certain major has proposed a fee of five dollars per day on private vehicles entering the city",这个措施是针对有私家车的人,而不是那些无车的人.所以无论如何提高私车设计的费用,都不会影响那些本来就没有车的人行为.因此C无法攻击Major的提议和推理.措施是否有效,

应看是否影响那些有车人的行为.B说对有车一族来说,费用本来就很高了,言下之意是再提高5$只是毛毛雨而已,对有车一族来说没有什么影响了,所以不可能通过改变他们的行为而达大预期效果.

不知道解释清楚没有.
