答案是A没错.因为如果原来句子有情态动词,后面选项是不可以随便省略情态动词改变句子语气的.而且agree后面应该跟THAT引导宾语从句,我觉得这里两个THAT从句是并列的,做AGREE的宾语,意思是说AGREE的内容是:政府有浪费现象(第一个THAT),而且政府开销超支(第二个THAT).
另外选A还有一个要注意的是,这里much是程度副词,去修饰how,表示"无论多少"的意思,而不是数量词修饰名词,所以voter还是用复数形式的.
