怎么区分it seems ... 中的it 什么时候是作形式主语，什么时候是指代实体？

关键不是it seems 的问题，关键是D扭曲了因果关系

这题我理解。可是对于seem的用法，和楼主一样，我也有点糊涂。例如：
It seemed that Freeman had killed the man, and dumped the body in the lake.

seem在这里做linking verb。那么，it是做形式主语，指代that从句吗？如果是的话，seem的表语在哪里呢？如果it作实体主语，that 从句作表语，那it又指代谁呢？

对于may be 我也有类似的疑惑。例：885－set B－3
It may be that by focusing primarily on a patient’s mental condition and on vague and often very speculative psychodynamic factors, predictions about the patient’s future behavior decrease in accuracy.
(A) predictions about the patient’s future behavior decrease in accuracy

应该选B（无异意）。问题是：it在这里是充当形式主语呢，还是当实体主语？接下来一系列问题类似于上面seem的有关问题。

困惑多时，请高手指教！

对于D，我觉得好事比较好说的

不知道大家有没感觉，虽然记不清具体的语法点了，但D中的it似乎从应该指代的是proposal，望大家体会
