我理解题目的意思为: to correct this(earth’s resources are being depleted much too fast), the US must ..... 如果只有美国keep its resource consumption at present levels, 其他国家不响应, 那也不能correct this呀. 所以D好象要明显一些. 而B讲US消耗1/3, 如果只有1/3被控制的话,这个问题还是不能correct呀.

这两题我也有疑问，
12题：番茄炒蛋 说人们是要听到real voice，这是关键，但是这和editor-in-chief and all the other members of the editorial staff 在Gotham 住了十几年有什么必然联系嘛？不一定住了十几年就会讲real voice，对嘛？望指点。
14题觉得D好，觉得D并不是无关选项，文中说的是The earth’s resources depleted too fast，这和US的keep its resource consumption at present levels 是乎有距离，何况US也只占1/3，比一定起得到作用啊！

我同意番茄炒蛋的观点.因为real voice 意味着这份报纸代表people of G-City的观点. 而B,版面不能说明什么问题.
楼上, 你知道"couldn’t care less about the people of Gotham City?"是什么意思吗?

12. D. Real voice basically means whose opinion matters. So if the whole pages are dedicated to out of town news, it could still be the voice of the poeple in town.
Couldn't care less means care the least, which equals do not care at all.

自我解答:
从the United States must keep its resource consumption到correct this(the earth's resources are being depleted much too fast) 这里需要一个桥: 既US与earth's resources的关系. 这里的加强即不要求充分, 也不要求必要. 所以, B满足要求. 之前之所以迷惑
,
就在想那2/3怎么办, 强求充分条件来加强.
至于D, 的确其他国家跟美国没什么关系. 即便其他国家同意了, 如果美国占很小的比例,甚至不消耗(假设技术发达到消耗太阳能去了), 那么保持消耗水平也没什么用. 之前之所有犯晕, 还是在想那2/3怎么办...把现实中美国消耗太多能源当题目给出的条件了.
