我选A，我觉得前一个boldface还好理解，可后一个与上下文的逻辑关系没理清，谁能说明一下

最后的strategy就是通过提供financial resources-- modernize farms--maintain viablility--the farmer will never sell any of the land.
所以这个strategy的前提是后一句话
