我也选得 C, 但

E is right answer, 虽然不那末平行

因为 have an impact on 表示对 ...有影响

而 impact 作动词用主要是 “撞击” 的意思，其作为 “影响“ 地意思并未广泛地被专家接受，虽然已被广泛地使用着

小弟淺見
C與E最大的差異在於
impede與diminish的差別
impede the possibility
diminish the possibility
用diminish既不改變原題句意又較為合理

I looked up the meaning of "impact" in Dictionary.com, their comment seems to me that the usage of "impact on" as verb is not as widely accepted as noun by orthodox American grammar. I also found comment similiar to what "bluestone1" replied. So I think you'd better take that "impact on" is used as a noun

动词impact比把它当作名词组成的have an impact表达上更简洁
