The first decision for most tenants living in a building undergoing conversion to cooperative ownership is whether to sign a no-buy pledge with the other tenants.

这句话看不太懂什么意思。请过来人帮忙解释一下。谢谢！

也就是说 living in a building 和 undergoing conversion to cooperative ownership 都修饰most tenants，那是不是应给在undergoing前加一个and呢？

谁能说说undergoing的用法嘛？OG的解释上说

To complete the sentence grammatically, undergoing should be followed by the noun conversion rather than the phrase being converted.

undergoing后面必须接名词嘛？这个语法点是什么呢？请高人指点
