last year ...were...had been...,时态不对，根据句子的逻辑意思，应该是先destroyed ,后reconstructed ，我自己的见解，大家讨论阿

不涉及重建的问题，原句的大意是－去年的地震中一些毁坏或部分毁坏的建筑是违规建成的，这些建筑的建成发生在地震造成的毁坏之前，所以用过去完成时。

A building can not be destroyed and heavily damaged. 不和逻辑.要么 be destroyed, 要么 be damaged; 所以要用 or 连接.

先排除 A & C.

2. Had been 强调 some buildings, in this case, 建于地震前。

再排除 D.

E 和 B 相比， E 过于复杂。

some of buildings 可以理解为单数，不好
last year在前，显得与had been 冲突。
本句的意思是违章建筑的一些楼去年被地震整坏或者整残了

E选项，LAST YEAR在主句产生了完全不同的意思，所以E是不对的。
