a属于明显的他因削弱，而b如你所说，是可能delay，但是真的会不会delay呢？所以b是无关选项

这句说明了原文隐含的逻辑是 deregulation-->商用飞机的客流量大, delay-->把更多的空间分给商用飞机，来解决delay

B可以看作是加强（state the unspoken assumption）

since作连词讲时是“因为”，但后面要接句子，而这里since引导的不是句子，所以它指“自从”，所以原文没有给出delay的原因。
不知道想法对不对，求nn们指正。
