(B) aimed at the decreasing of operating costs and to improve

(D) the aim of which is the decreasing of operating costs and improving

with the aim to decrease operating costs and to improve

The key is A.

But why using passive voice "aimed". "Policy" is the subject of the verb " aim" .

I have a sence: It is commonplace to exchange " of doing sth" with "to do sth". Do u think so?

aim at doing, 是人制定policy才能aim,policy本身不能aim,

排除E是因为 aim 做抽象n.显然没有A的实义动词来的好
