A无法说明“Removing the boxes will reduce the number of prank calls without hampering people’s ability to report a fire”
traces 也好，record where they came from 也好，都没办法直接说明或证实“Reduce prank calls without hampering”的重点。

really agree with the statement of zacharyzhang

because choice A does not contrast the difference between boxes and tel. thus it can not infest removing the box will benifit people
