role of multinational, global corporations expands, the international economic
environment will be shaped increasingly not by governments or international
institutions, but by the interaction between governments and global

有一个问题是说可以infer欧盟1992年以前是怎样的,文中说1992年以后会消除成员国之间impediment of free flow of goods, labor等等,所以可以推出92年以前是有障碍的。
