题目说是因为这个the mayor’s publicity campaign 所以可以给通勤车用的道路少了，会坐bus的人变多了，选c他因削弱，Roadreconstruction 产生了这个现象不是campaign

因为重建路, 路上不好开, 所以人们都改坐公车了, 因此这是他因解释公共汽车PERCENTAGE升高, 从而削弱了这是由于市长引发的

疑问：道路重建，automobiles不能走，公共汽车就能走？不明白C的解释。

另外，对于D的解释也不是很明白
