标题: 相信曾经一度困扰过大家的一道题
A 1972 agreement between Canada and the United States reduced the amount of phosphates that

　　municipalities had been allowed to dump into the Great Lakes.

　　（A） reduced the amount of phosphates that municipalities had been allowed to dump

　　（B） reduced the phosphate amount that municipalities had been dumping

　　（C） reduces the phosphate amount municipalities have been allowed to dump

　　（D） reduced the amount of phosphates that municipalities are allowed to dump

　　（E） reduces the amount of phosphates allowed for dumping by municipalities

白勇给的答案是A相信大多数高手第一次都做的是A，但是OG 11th P689 #62给的答案是D而且给的理由简直不是人话。。。

求助，大家的观点。。。。

OG解释的有道理，但前提是是建立在他们的常识之上。

个人认为大可没必要在这种题上计较，出题的那帮子有时做人也挺无耻的

又不是客观事实自然规律凭么不能变，谁知到那个AGREEMENT现在还实不实施，现在不实施了当然不能用现在时，1楼的说话有根据吗？

政府决策是说一般用一般现在时，但是应用于法令具体内容时才适用

但是这里只是一个定语从句修饰the amount of phosphates 用法令来解释不觉得牵强？

要注意题目里的逻辑关系说了reduced the amount,,,说明现在还在允许啊,,,用过去完成时明显不对啊~~~

政府的法令用现在时,除非这个法令已经废黜了,不然没有任何一个时态能表述它的意义了.

赞同流浪猫猫的意见.此用法同陈述一般性规律的句子用一般现在时类似.
