简化后作者的结论：high tariff can help reduce urban unemployment

E的reasoning：high tariff -> lack of profit -> farmers into cites -> unemployment increase

解释一下：一下子那么farmers进城的话失业率在短期内必然会上升(farmers进城之前没工作)

所以E选项导致的结果是increase in urban unemployment 和原文结论reduce urban unemployment正好相反，所以E对

C选项还是有一定迷惑性的，但仔细想下，C其实跟urban unemployment无关的，所以C错

over the next five years",你的分析是support而不是weaken啊？

译文：为了让chshew卖给国内的厂商，Kernland强加了一个高关税在cashew。但是如果取消关税的话（lift我理解是取消或是remove的错写）更多的农夫就能因为cashew能以世界市场价格卖给外国而获利。然而，因为所有的厂商都在城市，取消关税将严重影响政府减少失业率的目标。（这最后部分是argument的中心意思，这句话的反面：我们要强加高的关税，为了不影响我们减少失业率的目标，）

lift 有很多很多意思，其中一个意思就是取消撤销（税收法规等）
